What is the Athlete Council?
The Athlete Council acts as an informed advisor to the Ontario Cycling Office in the implementation athlete development initiatives, policies, and other athlete centred topics pertaining to the Ontario Cycling Strategic Plan. Members of the Committee bring perspective from all areas of Cycling in Ontario including youth, adult, recreational, competitive, para and high performance . The Ontario Cycling Office provides support through administration, marketing and deliverables as requested by the Council.
The Athlete Council will:
- Bring Cycling Athletes’ concerns to the attention of the Office and Board
- Advise Athletes on policy changes put forward by the Board
- Ask Cycling Athletes what their concerns/opinions are on topics such as inclusion, safety, competition, support, and any other topic Athletes may have concerns with
- Present an annual report to the Members at the Ontario Cycling Annual General Meeting

Siobhan Kelly – Chair
Siobhan Kelly is a professional cyclist from London, Ontario, specializing in UCI cyclocross. She first started racing in Ontario’s grassroots races, including the Gary Fisher series, where she competed alongside boys due to the lack of a girls’ category at the time. Siobhan also raced local events like the Ontario Cup at Boler Mountain and the Springbank Road Race. These community events are where it all started for Siobhan and what developed her into the racer she is today.
Currently, she competes internationally in cyclocross and races everything in between, and it’s always great for her to come back home and race local events. Serving as Chair of the Athlete Council allows Siobhan to give back to the community that supported her growth and to represent the voices of Ontario Cycling members and ensure an inclusive and supportive environment for all athletes.
Nicole Bradbury – Council Member
Disciplines: MTB & Road, with history in Track and Cyclocross
Nicole feels grateful to have the opportunity to be involved in Ontario Cycling through the Athlete Council. She thinks it is important to have the input of athletes who have experienced the various programs offered by Ontario Cycling throughout their development.
Ontario Cycling made it possible for Nicole to not only gain racing experience but learn how to live and train in a more professional environment. The camps and opportunities provided by Ontario Cycling were huge in her development and gave Nicole the tools to become a well-rounded athlete.
Roger Koert – Council Member
In 2007, Roger was in a motor vehicle accident resulting in T9 complete paralysis. Four years later, in 2011, he first got into handcycling. Now, in addition to road cycling, Roger enjoys the rush of adaptive mountain biking.
Roger is President and co-founder of the Handcycling Club of Canada, and prior to this was Vice President for ten years. He’s organized multiple HCC Speed Week Training Camps in Waterloo, Ontario, has represented Ontario Cycling, and was a NextGen Athlete for Cycling Canada in 2017. As an accessibility advocate, he continues to volunteer with the Stratford Accessibility Advisory Committee and was recognized by the Province of Ontario as one of the AODA’s 10th Anniversary Champions. He looks forward to representing Para-cyclists on Ontario Cycling’s Athlete Council!
Nick Wammes – Council Member
Nick is an Olympian who represented Canada in Track Sprint at the 2020 & 2024 Olympic Games, rising through the ranks of the Ontario Cycling track program. Dedicated to giving back, he frequently volunteers with Team Ontario and inspires the next generation of athletes through mentorship and outreach.
Malcom Barton – Council Member
Malcolm has over a decade of experience in competitive cycling, specialising in gravel, mountain bike, and cyclocross racing. A career highlight includes competing at the Superprestige Diegem Cyclocross Race in Belgium. Passionate about athlete development, Malcolm is committed to building systems that help cyclists reach their full potential.
