Commissaire Pathway
The keepers of the competition. Become a commissaire.
From grass roots to international competition, learn more about providing a fair and safe sport by becoming a Commissaire. The first step involves completing the General Commissaire Course. This is composed of 4 Modules, delivered virtually, and can be taken at your own pace. The cost for General Commissaire Course is $20. After successfully completing the General Commissaire Course, you will then be required to complete the online, discipline-specific, Cycling Canada Provincial C Introductory Commissaire Training Course. The cost of this course is $20. The discipline-specific courses are offered for BMX, MTB, Track, and Road. If you would like to become a CX commissaire, please complete the MTB course. After successful completion of the discipline-specific course, you will then be required to successfully complete 3 unpaid Technical Assistant sessions where you will be mentored by a commissaire at a race. Once you have completed your 3 Technical Assistant sessions with positive evaluations, you will obtain your Provincial Level C Certification.
Once you are Provincial Level C Certified, you will have the opportunity to sign up to work as a commissaire at Ontario-sanctioned events that require officials. You will work as a commissaire on the Panel and all assignments will be paid.
The various levels of certification (C, B, A, National etc.) are discipline-specific and Commissaires are encouraged to pursue multiple disciplines as there is typically overlap in both the rules and regulations. If you are already certified as a commissaire in one discipline, there is a ‘fast-track’ route to become a commissaire in another discipline: simply take the Cycling Canada Provincial C Introductory Commissaire Training Course in the desired discipline and successfully complete 2 Technical Assistant positions.
International:
- Refer to the requirements of CC and the UCI
Elite National:
- Refer to the requirements of CC and the UCI
National:
- Meet the requirements of CC for qualification
- Receive the written recommendation of OC and the Provincial Lead Commissaire
- Lead Commissaire at a minimum of 2 Provincial races
- College member at minimum of 1 national event
- Follow the national commissaire course
- Pass a written, oral and practical exam
- Recommended time before requesting consideration for National Course: 2 years or as per CC requirements
Level A:
- Have a Level B License Code
- Have worked a minimum of five races at Level B
- Pass OC Provincial A course exam
- Assigned and evaluated as Lead at a Provincial level race for the purposes of qualifying for Level A
- Demonstrated strong problem solving, communication and inter-personal skills
- Received the recommendation of the Provincial Lead Commissaire and the Officials Committee
- Recommended time before requesting upgrade to level A: 2 years at Level B
Level B:
- Have a Level C License Code
- Have worked a minimum of three races at Level C
- Have worked at least once as a finish judge at a Provincial level race
- Received the recommendation of the Provincial Lead Commissaire and the Officials Committee
- Recommended time before requesting upgrade to level B: 2 years at Level C
Level C:
- Have successfully completed three (3) unpaid Technical Assistant sessions
- Completion approved and endorsed by Lead Commissaire
Technical Assistant:
- Complete the General Commissaire Course
- Complete Cycling Canada Provincial C Commissaire Course
- Be 16 years of age or older
What are the first steps into commissairing? Take the General Commissaire Course!
The General Commissaire Course is composed of 4 modules, all delivered virtually and can be completed at the learner’s own pace. The cost is $20. Objectives of the General Commissaire Course is to provide an overview of cycling officiating, intended for all disciplines – road, track, mountain bike, cyclo-cross, and BMX. Once the General Commissaire Course has been completed, the individual will successfully complete Cycling Canada’s discipline-specific Provincial C Commissaire Course and 3 Technical Assistant positions in order to become Provincial C Certified.

Upgrading Process
Upgrading to a higher Level of certification takes place through an application process where potential candidates are evaluated on several items including but not limited to: years spent at previous level (minimum of 2 active years), general knowledge, decision making, previous race assignments and willingness to learn and take on new opportunities.
Requests for upgrades must be submitted by e-mail to both the Events and Officials Manager and the Provincial Lead in your discipline describing how the requirements have been met. The Provincial Lead will bring the recommendation forward to the Officials Committee for consideration and will notify the candidate of the result. The Provincial Lead may also recommend upgrades.
