Celebrating Progress and Looking Ahead: Ontario Cycling’s 2022–2025 Strategic Plan Report
 
Ontario Cycling is proud to share its 2022–2025 Strategic Plan Report, capturing four years of meaningful progress, transformation, and collaboration across the cycling community.

Guided by four strategic pillars – Organizational Excellence, Vibrant Community, Thriving Events, and Competitive Success – this strategic cycle focused on building the systems, policies, and foundations required to operate as a modern, accountable provincial sport organization, while continuing to support athletes, clubs, coaches, officials, volunteers, and event organizers across the province.

Over the four year period, Ontario Cycling delivered more than 400 key performance indicators, modernized governance and financial systems, expanded Safe Sport and risk management frameworks, strengthened club and event resources, invested in youth and grassroots programming, and continued to deliver one of the strongest athlete development pathways in the country.

“This strategic cycle was about doing the hard work that often happens behind the scenes; strengthening governance, professionalizing our systems, and building a culture of accountability,” said Pam Julian, President & CEO of Ontario Cycling. “Those foundations now allow us to focus more intentionally on people, participation, and partnerships as we move into our next chapter.”
The report also reflects important learnings, including the need to meet members where they are, support participation-first pathways, and continue adapting to the evolving demands of sport, governance, and community engagement.

“We are incredibly proud of what has been accomplished during this strategic period,” said Janice Detta Colli, Chair of the Board of Directors. “This progress is a direct result of the dedication of our staff, volunteers, members, clubs, and partners. Together, we have positioned Ontario Cycling as a strong, credible, and trusted organization ready for the future.”
While this report celebrates progress, it also looks ahead. The next strategic cycle will build on these foundations with a renewed focus on community connection, participation growth, volunteer leadership, event system modernization, and long-term sustainability.
