Who We Are:

Ontario Cycling is the recognized Provincial Territorial Sport Organization (PTSO) for the sport of Cycling in the province of Ontario.  As a member of Cycling Canada, we have been granted the authority by Cycling Canada and the Ministry of Ontario to administer all aspects of cycling in Ontario, including Mountain Bike, Road, Track, Cyclocross, BMX and Para-Cycling.

Our Strategic Framework
Ontario Cycling’s Strategic Plan is built on three interconnected pillars that together create a strong, sustainable, and inclusive cycling ecosystem – one that advances development, fosters growth, and builds capacity across all levels of participation.
Pillar 1: Advancing Development
Building the foundations for participation, performance, and success
Cycling success begins with strong foundations – safe environments, quality events, and clear pathways. This pillar focuses on supporting athletes from grassroots to high performance, ensuring every cyclist has access to the tools, training, and opportunities they need to reach their potential.

Key areas of focus (2026–2030):
  • Strengthening learning and development pathways for athletes, coaches, officials, parents, and clubs
  • Improving the quality, consistency, and accessibility of sanctioned events
  • Enhancing talent identification, sport science integration, and high-performance programming
  • Expanding Rising Stars and para-cycling pathways
  • Embedding education and mentorship across the system

A strong cycling ecosystem depends on resilient organizations. This pillar focuses on modernized systems, strong partnerships, and sustainable operations that ensure Ontario Cycling is future-ready.

  • Strengthening sponsorships and partnerships across sport, government, and communities
  • Enhancing technology and digital member experiences
  • Improving data, insights, and decision-making tools
  • Supporting sound governance, workforce planning, and succession
  • Ensuring long-term financial and organizational sustainability

From Strategy to Action
The Strategic Plan sets the direction. A four-year implementation plan ensures delivery.

Ontario Cycling has developed a detailed implementation framework aligned to each pillar, outlining annual priorities, timelines, and measurable success indicators from 2026 to 2030. Progress will be reviewed annually, with updates shared publicly to ensure transparency and accountability.

  • 800 youth athletes engaged province-wide, supported by clear and consistent pathways
  • 15% growth in sanctioned events with 80% organizer satisfaction, enabled by improved event resources
  • 40% of Canadian World Championship team representation from Ontario athletes, across able-body and para-cycling pathways
  • Province-wide learning frameworks embedded across all levels of clubs, coaches, officials, parents, and volunteers
 
Fostering Growth
  • 10,000 members with 80%+ retention, supported by stronger value, communication, and digital tools
  • 30% growth in volunteers and a 25% increase in women in leadership roles
  • Youth program network doubled, creating stronger transitions from recreation to club participation
  • Increased regional activation and stronger community partnerships across Ontario
 
Building Capacity
  • Sustainable, balanced budgets supported by five months of operating reserves
  • 20% growth in sponsorship revenue and at least two multi-year partners
  • Recognized leadership in digital innovation and modernization, improving member and event experiences
  • Succession planning and governance best practices embedded across the organization

 

Accountability & Reporting
Ontario Cycling will publish annual progress updates aligned to this implementation plan so members, partners, and stakeholders can track outcomes, understand priorities, and see how strategy translates into action.

Transparency, accountability, and continuous improvement will remain central to how this plan is delivered.
